New RFP for Service Grants Now OPEN, Mandatory Orientation on February 24
Posted on 02/14/2020
Greetings from DCD,

Our new Jersey City Universal RFP for Services is now open! This unified grant application process encompasses the following programs:
  • Community Development Block Grant for Economic Development (CDBG-ED)
  • Community Development Block Grant for Public Services (CDBG-PS)
  • CDBG-PS Summer Youth Programs (CDBG Summer)
  • Emergency Solutions Grant (ESG)
  • HOME Investment Partnerships Program for Tenant-Based Rental Assistance (HOME-TBRA)
  • Housing Opportunities for Persons With AIDS (HOPWA)
  • Community Services Block Grant (CSBG)
The funding amounts available are approximately $833,804 for CDBG-ED, $833,804 for CDBG-PS, $140,000 for CDBG Summer, $439,455 for ESG, $385,055 for HOME-TBRA, $2,339,182 for HOPWA, and $926,288 for CSBG.

DCD encourages applications from local community organizations such as government agencies, private or public nonprofit organizations, including institutions of higher education, and private for-profit entities who provide quantifiable benefits to the low- and moderate-income population. Since the funding source is limited, this is a competitive application process. Please see the Jersey City Universal RFP for Services to learn about our funding priorities, eligibility criteria, and how we will evaluate proposals. To apply for this RFP, visit our application portal on ZoomGrants.

The deadline for submission of proposals is Monday, March 16, 2020, at 11:59 p.m.
No proposals will be accepted after this date.

Several aspects of the application have been altered, so please review the RFP and ZoomGrants application closely. Although this represents a significant change in our application process, we hope that the new RFP will reduce your confusion in determining which grants to apply for, and the need to submit multiple applications for the same program. With a unified application, you can focus more on the work that you're doing, and we can better assist you in getting the funding you need to serve people in Jersey City.

To answer any questions you have, on Monday, February 24, 2020, we will host an Orientation and Technical Assistance for those interested in applying to the Universal RFP for Services. The orientation will explain the new RFP and how to apply for grant funding. Attendance is mandatory in order to qualify for funding. The orientation will be held at St. Peter's University in the Duncan Family Sky Room, 47 Glenwood Ave, Jersey City, NJ 07306 from 1:30 p.m. to 4:30 p.m., with check-in starting at 1 p.m. Parking is available at 686 Montgomery St next to the Jersey City Armory. Any and all organizations interested in getting grant funding should attend.

Note: Affordable housing development and other construction-related projects are NOT part of this RFP. Those will be addressed at a later meeting. For more information, please contact the Division of Community Development at 1 Jackson Square, 3rd Floor, Jersey City, NJ 07305, (201) 547-6910, or
