RFP for Public Service Grants Opening February 14, Mandatory Orientation on February 24

PUBLIC NOTICE ANNOUNCEMENT

On Friday, February 14, 2020, the Division of Community Development (DCD) will issue an open and competitive Request for Proposals (RFP). The new Universal RFP for Public Services will encompass the following programs:
  • Community Development Block Grant for Public Services (CDBG-PS)
  • Community Development Block Grant for Economic Development (CDBG-ED)
  • HOME Investment Partnerships Program for Tenant-Based Rental Assistance (HOME-TBRA)
  • Housing Opportunities for Persons With AIDS (HOPWA)
  • Emergency Solutions Grant (ESG)
  • Community Services Block Grant (CSBG)
These grants will provide funding to eligible programs and projects sponsored by public agencies, developers, nonprofit organizations, and other eligible entities. The City of Jersey City is scheduled to receive approximately $833,804 for CDBG-PS, $833,804 for CDBG-ED, $385,055 for HOME-TBRA, $2,411,528 for HOPWA, and $475,087 for ESG from the U.S. Department of Housing and Urban Development for the 2020 program year, as well as approximately $926,288 for CSBG from the NJ Department of Community Affairs.

The City encourages applications from local community organizations such as government agencies, private or public nonprofit organizations, including institutions of higher education, and private for-profit entities who provide quantifiable benefits to the low- and moderate-income population. Since the funding source is limited, this is a competitive application process. The review criteria and eligibility requirements will be noted in the RFP. The City of Jersey City HUD Entitlement Program goals are consistent with its upcoming 2020–2024 Five-Year Consolidated Plan as well as the National Objectives defined by HUD.

The deadline for submission of proposals is Monday, March 16, 2020, at 11:59 p.m.
No proposals will be accepted after this date.

On Monday, February 24, 2020, the City will host an Orientation and Technical Assistance for those interested in applying to the Universal RFP for Public Services. The orientation will explain the new RFP and how to apply for grant funding. Attendance is mandatory in order to qualify for funding. The orientation will be held at St. Peter's University in the Duncan Family Sky Room, 47 Glenwood Ave, Jersey City, NJ 07306 from 1:30 p.m. to 4:30 p.m., with check-in starting at 1 p.m. Parking is available at 686 Montgomery St next to the Jersey City Armory. Any and all organizations interested in getting grant funding should attend.

Note: Affordable housing development and other construction-related projects are NOT part of this RFP. Those will be addressed at a later meeting.
