CITY OF JERSEY CITY
 
AFFORDABLE HOUSING PROJECTS
REQUEST FOR PROPOSALS
 
The City of Jersey City is seeking applications from for profit and non-profit entities, or public entities to award funds for the purpose of developing affordable housing.
 
The funds have been made available through Long Term Tax Exemption contributions under N.J.S.A. 40A:20-1 et seq, the Department of Housing and Urban Development under 24 CFR Part 92, and the COAH RCA Recapture Funds. All funds are to be used for the rehabilitation or preservation of existing low or moderate income affordable housing, the construction of new low or moderate income affordable housing or, in limited instances, funds may be used for the acquisition of property for the purpose of creating affordable housing as those terms are defined in the Fair Housing Act, N.J.S.A. 52:27-301 et seq. and corollary regulations promoted thereunder.
 
All development funds shall be awarded by the City from the Affordable Housing Trust Fund, HOME Investment Partnerships Program, or COAH RCA Recapture Funds as loans to supplement other private or public funds needed to complete the project. Only non-profit and public entities will be eligible to use a portion of the fund award for predevelopment costs.
 
Interested entities should: (1) complete an application; (2) provide proof of status of being organized under State and Federal laws to create affordable housing; (3) demonstrate successful completion of at least one other significant housing project; (4) provide proof of receipt of additional funds from another source(s) together with the Trust Fund award will constitute sufficient funds to complete the proposed project, (5) be current on all local, State, and Federal obligations, and (6) commence construction no later than one year from the date of the award.

Completed applications must be returned electronically to the address noted below. This Request for Proposals (RFP) constitutes an invitation to submit proposals to the City of Jersey City (City).   The City reserves the right to waive any technical error contained in the proposal or, to reject a proposal, or any part thereof based upon non-compliance with the City’s application process. The applicant is responsible to pay all administrative costs in connection with the application.   The City will not pay for any of the expenses associated with the preparation or submission of a proposal.
