Within the Department of Human Resources is the Division of Pension. The Division is responsible for the administration and operation of the City’s pension plans: Employees Retirement System (ERS)/City Plan, Public Employees Retirement System (PERS)/State Plan and the Defined Contribution Retirement Plan (DCRP), including but not limited to the supervision of the administration, but not the investment, of all pension funds of the city and retirements with respect thereto, including the Police and Fire Departments; application and execution of pension payments to retired employees, in accordance with the Noncontribution Pension Act, N.J.S.A. 43:8B-1 et seq., and all other pension programs within jurisdiction, in addition to providing assistance and advice in filing retirement applications; review retirement applications and personnel action forms prior to placing the employee in a pension category; compilation of semimonthly pension payrolls for the municipal employees' pension fund and other statutory pension payments except for the police and fire fighter's pensions; liaison between the City and the Public Employees' Retirement System (PERS) and the various pension funds; coordination of all pension assessment collections’ records, salary deductions/deposits from pension funds’ members; and monthly financial reports and transmittals to the New Jersey PERS; and the certifying agent for the Social Security Administration.

The Pension Commission of the Employees' Retirement System of the City is continued within the Department of Administration per N.J.S.A. 43:13-22.50 et seq.
