Under Article XVIII, § 3-134, the Department of Human Resources is responsible for the proper and efficient administration of all human resources functions. In that capacity, the department is responsible for the proper administration of employee records and the administration of all federal, state, county and local public employment programs unless otherwise provided by law, and provides technical advice and service to other departments as needed; coordinate and establish equal opportunity and affirmative action programs citywide.
