Description 
Under the direction of the Business Administrator, the Division of Management and Budget is responsible for all phases of the City budget, including:

  • Creating the preliminary budget document based on Department and Division proposals
  • Conducting budget meetings prior to City Council hearings
  • Submission of introduced budget to State Division of Local Government Services for approval
  • Ongoing monitoring of revenues and expenditures

Chief Financial Officer (CFO)
The CFO’s responsibility is to ensure that the city is in compliance with all applicable state statutes:

  • N.J.S.A. 40A:2-1 et seq. (Local Bond Law)
  • N.J.S.A. 40A:4-1 et seq. (Local Budget Law)
  • N.J.S.A. 40A:5-1 et seq. (Fiscal Affairs Law)
  • N.J.S.A. 40A:11-1 et seq. (Local Public Contracts Law)
  • N.J.A.C. 5:30 et seq. (Community Affairs).

The CFO is also responsible for preparing and signing required financial documents:

  • Annual Financial Statement
  • Annual Debt Statement
  • Supplemental Debt Statements
  • The CFO also certifies as to the availability of funds for all encumbered transactions of the City.

Jersey Avenue Extension Over Mill Creek:
The US DOT TIGER (Transportation Investment
Generating Economic Recovery) Discretionary Grant Program 2012

This project consists of the extension of Jersey Avenue over Mill Creek connection into Liberty State Park to Jersey City neighborhoods, thereby opening up a much needed access into the park and the surrounding venues.  The extension of Jersey Avenue will also provide better emergency access into and out of the park and provide beautification of the unattractive features of the surrounding areas, such as an enhanced gateway toward the Statue of Liberty, Liberty State Park, and Ellis Island.  These three venues are highly visited international tourist destinations.  The TIGER Discretionary Grant will give the City of Jersey City its only opportunity to see this necessary extension become a reality.
